This is a world in which there is a nation of humans and a nation of therianthropes.

Close to the border that separates these countries, the bodies of human victims of a massacre have been discovered, seemingly having been attacked by therianthropes.

Citizens of Bokkai, the nation of humans, are in a furor over this incident, which has been termed the Loup-Garou Incident, and fissures are appearing in the until-now amicable relations between the two countries.

The name of the protagonist, a journalist, is Light.

He, too, is interested in the Loup-Garou Incident, and heads to the nation of therianthropes, the United States of Corona, to cover it.

Light insists on telling the truth, and will often stop at nothing to do so, even disregarding danger to himself.

As he sniffs around the circumstances of the incident, he is arrested for suspicious activity by the Public Safety Bureau of Investigations, a law enforcement agency of Corona. Still, he treats this only as an opportunity, and attempts to extract information from the therianthropes serving as investigators.

But this incident and Light’s involvement with the therianthropes will see him swept along on the currents of fate-
